Changing Breeds
Though the Garou are the top dogs as it were, they are not the only member of the Fera still active. Though the tribes make up for a large portion of the active shifters they are aided by the Changing breeds. As with the Garou tribes there will be restrictions on the different Fera that can be used in Birmingham. A Corvax would be more likely to exist in a city like birmingham than a Rokean as the city is land-locked and it would be stupid to say the least. Common sense is what we are asking for here. Just because it would be cool to use an almighty power-house with teeth doesn't mean it would be sensible.
Ajaba
The were-hyena's were nearly hunted to extinction by the Bastet and are a very different breed because of this near extinction. They are native to Africa and thus are not playable characters in England.
Ananasi
Unique to the changing breeds the Were-spiders do not use rage or Gnosis and instead use the power they gain from the blood of their victims. They can be scary creatures. Who wouldn't be scared by a massive spider coming at them, just watch Lord of the rings and you will understand(well unless you're Hagrid, in which case it's just more spider to love). Just as scary is the breeds ability to change into a mass of small spiders, though step on enough of the little critters and you're all good. These are playable
Bastet
The bastet have nine tribes and much like the Garou a few of these tribes are playable. Though again use sense. The Tribes of the Bastet are different and many of them are not native to england and would have no reason to visit, as they are much more tribal and insular to their own needs than the Garou
Bagheera-Were-panthers and were-leopards. The wisest Bastet tribe (Not playable)
Bubasti-Theoretically extinct were-cats of Kyphur the shadowcats are always hungry, they are creatures of knowledge and sensation. They are attractive and have prospered in the information age. Though they draw attention because of their middle eastern heritage in a world on terror alert. (playable)
Ceilican-Domesticated cats. This tribe was thought extinct but had actually hidden in plain sight and many strays throughout urban regions may well be one of these "witch-cats" (Playable)
Khan-Were-tigers. The "Bright Kings" of the bastet, these cats dominated the courts, temples and jungles of their world. With hunting almost wiping out the tigers of their homelands they are now much diminished in numbers (Not Playable)
Pumonca-Cougar-folk of North America. They pick off people who have grown too careless or evil to survive. (Not playable)
Qualmi-were-lynx. They are the jokers and riddlers of the Bastet. They rarely talk in a straight forward fashion preferring to speak riddles, jokes and tall tales. Often giving surreal narrative that says everything even if it isn't understood. (Playable)
Simba-"Lords of Sunlight" are arrogant, sociable and powerful were-lions. They once ruled the rest of the Bastet and even now they believe they are the rightful rulers. These days the tribe is in steep decline, though they won't admit it. (Not Playable)
Swara-Cheetah-folk with a deep secret. They can step sideways easily much like the Garou but unlike the majority of Bastet. They wander amongst spirits and are native to sub-Saharan Africa (Not Playable)
Corax
The most populace Fera in England. Were-ravens are everywhere in this country. You may have one nesting in your garden and you wouldn't even know it. They are the messengers and spies of the Fera and they only survived the war of rage by pledging service to the Garou. They are sly and cunning and don't hold grudges well. These are definately playable
Gurahl
The were-bears are very rare since the war of rage. They were nearly destroyed by the conflict with the Garou and they went into slumber in the Umbra to survive. They are the healers of Gaia and they are sorely needed, especially as their are so few of them left. As they are mainly native to America these guys are unplayable at the moment. No bears exist in England and it would be hard to justify a Gurahl in the city.
Kitsune
Werefoxes are the youngest of the Fera, and existed with no purpose according to legend until the first Kitsune was given a job as an assassin. To get rid of the old and raise new leaders, thus guiding the fate of nations. They are more fragile than the other Fera and rarely leave the Asian cultures they originated from. Not playable because of this reason
Mokole
The memories of Gaia are were-dinosaurs. They are the monsters of the past, and they remember the Lizard Kings they once were. Yes it would be cool to use a huge tyranno-brachio-stego-tricera-amalgamated killing machine but no. They would be very unlikely to have a presence in england for the very reason that the creatures they are would not be able to blend in. The native lizard life is not the variaty that a Mokole mates with and as such they would be hard pressed to gain a foot-hold without kinfolk. So for now no.
Nagah
The were-snakes are thought dead by the other Fera and they like it that way. They are the judges and executioners of Gaia and they exist to make sure the other Fera do not get corrupted or fail in their duties. If they do the Nagah will take care of them. They stay hidden from the other Fera and are extremely secretive. Snakes do exist in England and as the secret police they are everywhere so yes they are playable. However they would not be flaunting what they are to everyone as they are meant to be an extinct race to the Fera as a whole. So if you choose to play a Nagah remember not to be blatantly obvious about it.
Nuwisha
The were-coyotes are a rare breed. only a hundred walk the world at any given time, and they are Native to America. The rest live in the spirit world in a camp called the Umbral Danse. They are tricksters and teachers and they often get into trouble for the teaching methods they use. For now they are not playable without a reason
Ratkin
The were-rats. Obviously they are almost everywhere. Rats breed, and wherever rats breed it's likely that the were-rats exist. They know the world is dying from the Wyrm's corruption, but also from the Weaver's stagnation. They use radical action because of this and they will use any means to survive. They are preparing for war with humankind and have been bolstering their numbers for decades in a bid to survive the coming apocalypse. Yes they are playable
Rokea
The were-sharks are an endangered species. Thought to be the oldest of the Fera they are built to endure. They rarely leave the sea and those that do "Betweeners" are hunted by the Rokea for daring to venture on land. They are insular by nature and they rarely trust any other were-breed staying to themselves. Not playable in room as stated above the city is landlocked and i don't see a good enough reason for using a Rokea in Birmingham.
